In 2017 a plan was put in place to make New Orleans the most surveilled city of its size in America. The Monitor is a 5-part episodic documentary series that sets out to discover and present the long term risks, benefits and sacrifices that stem from having a full time camera system monitoring residential neighborhoods and ultimately the lives of individual citizens.
Over the course of five 10-20 minute episodes, The Monitor will chronicle the effects the cameras have on New Orleans neighborhoods overtime. Through investigation, we will put a face to the surveillance and uncover who is watching the footage, explore how this camera system was implemented and who decides where these cameras are placed, as well as how the footage is used, within the criminal justice system and beyond. We will also spotlight other places in the world where similar forms of monitoring have been implemented to see how mass surveillance could potentially affect New Orleans and other urban areas, as well as look to the future, focusing on China as an example of potential future uses and abuses of government sanctioned camera systems.
